Analysis of the Operation of the Recycled Plastic Industry in July 2025
Operating rate: In terms of operating rate, the operating rate of sample recycled plastics processing enterprises in July was 58%, down 3 percentage points year-on-year and 1 percentage point month-on-month. The slight decline in operating rate in July was mainly affected by weather factors such as high temperatures, heavy rains and typhoons. Coupled with weak profitability in the processing industry, enterprises had low enthusiasm for processing, mainly focusing on digesting inventory or maintaining rigid demand.
Orders: Regarding downstream orders, in July, due to factors such as rising temperatures and summer travel, demand in the packaging and non-durable goods sectors remained fairly stable; meanwhile, large-scale enterprises in the automobile, home appliance and parts industries mostly operated stably.
Raw material inventory:
From the perspective of inventory, the collection volume of recycled waste plastics increased compared with the previous month, easing the procurement pressure for raw materials used in recycled pellet processing. However, due to insufficient end-demand, enterprises' willingness to proactively build up inventory was low. Some enterprises took delivery at low prices, leading to a slight increase in inventories of waste plastics and crushed materials.
Summary of Major Events and Policies in the Recycled Plastics Industry in July 2025
On July 10, the working conference on the formulation and revision of the national standard General Principles for Design of Easy-to-Recycle and Easy-to-Reproduce Plastics was successfully held in Beijing. Hosted by the National Technical Committee for Standardization of Plastics Products, the conference aimed to promote the design of plastics that are easy to recycle and reproduce, and to advance the sustainable development of the plastics industry.
On July 10, in accordance with the Notice of the National Standardization Administration on Issuing the Eighth Batch of Recommended National Standard Plans and Related Foreign Language Version Plans for 2024 (Guobiaowei Fa [2024] No. 50), the second working conference on the formulation and revision of the standard Requirements for Production and Sales Management System of Recycled Plastics (20243248-T-469) and its foreign language version (W20244908) was held in Beijing. The standard is under the jurisdiction of TC 415 (National Technical Committee for Standardization of Product Recycling and Utilization Foundation and Management) and TC 15 (National Technical Committee for Standardization of Plastics), with the China Material Recycling Association and China National Institute of Standardization as the main drafting units.
On July 21, the China Material Recycling Association issued a notice on holding the 8th Member Representative Congress and Renewable Resources Science and Technology Innovation Conference.
On July 24-25, in response to the national call for green development and to promote the transformation of the recycled plastics industry towards high-end, intelligent and green development, Zhou Zhiqiang, President of the Recycled Plastics Branch of the China Material Recycling Association, led a team to conduct a special research trip to Jieshou City, Anhui Province.
In July, the 5th Green Recycled Plastics Supply Chain Forum (GRPG Annual Conference), themed "Forging Ahead in Five Years, Embarking on a New Journey", returned to Beijing. More than 200 representatives from nearly 100 enterprises in the upstream and downstream of the green recycled plastics industry gathered in Beijing to celebrate the 5th anniversary of GRPG.
