Analysis of the Operation of the Recycled Plastic Industry in November 2025
Operation:
In terms of operation rate, the operation rate of sample recycled plastic processing enterprises in November was 65%, a year-on-year decrease of 3 percentage points and a month-on-month decrease of 3 percentage points. The main reasons are as follows: most orders from some shopping festivals in November were delivered with fewer new orders; coupled with the weak price trend, factories had low willingness to actively build particle inventories; in addition, the weather turned cold, leading to a slight pullback in the operation rate.
Orders:
Regarding downstream orders, most of the orders for the November-December shopping festivals were released in September or early October. In November, the main focus was on the successive delivery of some shopping festival orders and partial small Christmas orders.
Raw Material Inventory:
In terms of inventory levels, the stocks of waste plastics and crushed materials remained basically the same as last month. On one hand, the supply of industrial processing materials weakened with limited new industrial sources, and insufficient orders reduced the willingness to hoard goods. However, due to the expectation of colder weather from November to December, inventory was maintained at a relatively high level.

On November 3rd, China Material Recycling Association issued a notice on the issuance of the "Measures for the Administration of Scientific and Technological Achievement Evaluation of China Material Recycling Association (Trial Implementation)".
On November 8th, during the 8th China International Import Expo (hereinafter referred to as the "CIIE"), Nippon Paint China and LyondellBasell jointly held a launch event for the Demonstration Project of Closed-Loop Recycling Cooperation for Coating Packaging. The event systematically showcased the cooperative achievements and future cooperation directions of both parties in the field of sustainable packaging. Building on past cooperation, the two sides will further deepen the full-link circular model from packaging raw material production to recycling, providing an innovative practical path for the sustainable development of the industry.
On November 11th, the "Measures for the Announcement of Arrears of Taxes" was reviewed and adopted at the 3rd executive meeting of the State Taxation Administration, and shall come into force on March 1st, 2026.
On November 11th, the Ministry of Industry and Information Technology (MIIT) officially issued the "Notice on Further Accelerating the Systematic Layout and High-Level Construction of Pilot-Scale Test Platforms in the Manufacturing Industry". It simultaneously launched the "Guidelines for the Construction of Pilot-Scale Test Platforms in the Manufacturing Industry (2025 Edition)" and the "Key Construction Points for Priority Directions of Pilot-Scale Test Platforms in the Manufacturing Industry (2025 Edition)", aiming to break the "bottleneck" in the transformation of scientific and technological achievements and consolidate the innovation foundation for the new type of industrialization. Core Goal: By the end of 2027, build a national pilot-scale test service network for the manufacturing industry with multi-subject participation, multi-field layout and multi-level services, and basically establish a modern pilot-scale test platform system.
On the afternoon of November 26th, China Material Recycling Association organized and held a review meeting for two group standards—"Quality Classification and Evaluation of Chemical Recycling Raw Materials from Waste Plastic Pyrolysis" and "Evaluation and Classification of Waste Plastic Sorting Centers"—in Beijing. The meeting formed a review team consisting of five authoritative experts from universities and research institutes, who conducted a rigorous review of the standard contents. As the representative of the drafting units of the two standards, the Recycled Plastic Branch gave a detailed report on the compilation background, purposes, core contents and important significance of the standards, and responded to the experts' inquiries.
