On December 31, the National Development and Reform Commission and six other departments issued the Action Plan for the Promotion and Application of Recycled Materials. Recycled plastics were designated as a key category in the plan with systematic arrangements. Centering on the entire industrial chain—including enhancing supply capacity, expanding application scope, improving management systems, and refining supporting policies—the plan aims to drive the high-quality development of the recycled plastics industry and facilitate the transition to a circular economy and low-carbon development.

The global market size of polypropylene (PP) recycled plastics has exceeded 8 million tons, with an annual growth rate of 12%, far exceeding the 3% growth rate of virgin PP. On March 14, 2025, the Launch Meeting of the National Standard for "Requirements of Production and Sales Management System of Recycled Plastics" and the First Working Meeting for the Formulation and Revision of the Standard were successfully held at the China National Institute of Standardization. More than 50 representatives from industry associations, universities, scientific research institutions, and enterprises participated in the meeting both online and offline.
